IN OTHER WORDS - THIS IS A FAKED DOCUMENT WITH A FAKED STAMP...BECAUSE THE STAMP CAN ONLY HAVE BEEN APPLIED AT A DATE AFTER THE PUBLICATION OF "DIRECTIVE 19" AND THE CREATION OF HARKER'S WEBSITE.
